How each session works. The chair frames the discussion in five minutes. Four or five anchor speakers make interventions of eight to ten minutes each, followed by moderated discussion and questions from the floor. Each session closes with two or three recommendations, recorded by a rapporteur, which feed directly into the Delhi Declaration.
