CNRI is one of India’s leading civil society think tanks. Over two decades it has produced an extensive body of knowledge — position papers, white papers, policy briefs, discussion papers, consultation documents and framework studies — that transforms grassroots experience into practical policy solutions and informs decision-makers across government, Parliament, academia and international institutions.

Position Papers

Position Papers present CNRI’s informed, research-driven perspectives on critical issues affecting rural India. Prepared through expert consultations, field studies and policy analysis, they articulate the Confederation’s institutional views and recommend practical, scalable and sustainable solutions. They are shared with ministries, MPs, parliamentary committees, state governments, regulators, universities, think tanks and international organisations.

White Papers

CNRI’s flagship White Papers have documented its thought leadership since 2005, each aligned with the country’s evolving development priorities. Themes have progressed from financial inclusion and legal literacy in the early years to farmer-owned markets, the Cooperative Economic Framework and, in 2025, a landmark White Paper presenting the CEF as an inclusive development model for India and the Global South.
