National Secretariat

The Executive Headquarters

The National Secretariat is the executive headquarters and institutional command centre of CNRI. It implements the strategic vision, policies and decisions of the Governing Leadership and the National Executive Council, while providing professional management to one of India’s largest networks of civil society organisations.

Executive Leadership

Headed by the Secretary General — who serves as Chief Executive Officer of CNRI — the National Secretariat provides strategic leadership, institutional coordination and executive support to State Chapters, District Chapters, National Committees, Programme Cells and Member Organisations. The Secretary General is the principal executive interface between the Confederation and governments, constitutional bodies, international organisations, academia, the corporate sector and civil society.

What the National Secretariat Does
  • Implements the policies and decisions of the National Executive Council.
  • Coordinates State Chapters, District Chapters and National Committees.
  • Supports the institutional development and governance of member organisations.
  • Facilitates policy advocacy and national-level engagement.
  • Develops strategic partnerships with government, academia, cooperatives and industry.
  • Promotes research, innovation, knowledge management and organisational learning.
  • Ensures transparency, accountability and operational excellence.
National Coordination Framework

CNRI follows a federated governance model. Each State Chapter is led by a State Executive Director (the CEO of the State Chapter), who reports functionally to the Secretary General. Regular reviews, planning sessions and digital reporting keep national policy and local action aligned, while District Chapters maintain close engagement with member organisations and communities.

A Coordinating Institution — Not a Funding Agency

CNRI is not a funding organisation. It does not provide grants or project finance, and membership does not guarantee access to funding. The Secretariat instead shares information on government and CSR programmes, facilitates partnerships, strengthens governance systems and supports policy advocacy. Sustained primarily by membership fees and voluntary contributions, this self-reliant model reinforces independence, transparency and accountability.
