
Prof. (Dr.) Rajvir Sharma, a stalwart in the field of Public Administration and Public Policy and academician and policy scholar of national eminence, Prof. Sharma has over four decade years of teaching experience and more than two decades of impactful research spanning governance, civil service reforms, environmental citizenship, and collaborative and cooperative governance. As a Senior Consultant at IGNOU’s School of Social Sciences, he continues to shape young minds and public institutions alike.
A progeny of India’s democratic administration and one of the leading intellectual architects of the emerging Cooperative Economic Framework, Prof. Sharma’s expertise spans across critical domains such as Indian Politics, Good Governance, Law and Order Administration, and International Relations. Notably, he has authored and contributed to numerous national and international journals, policy research projects, and government training manuals, while mentoring future administrators through his pedagogic roles at prestigious institutions including the University of Delhi, Loyola University Chicago, and PDPU Gandhinagar.
Prof. Sharma has held key leadership roles in academic governance and public institutions. As Chairman of the globally acclaimed Indian Institute of Public Administration (IIPA), Delhi Regional Chapter, he has worked tirelessly to operationalize the vision of the Hon’ble Prime Minister’s “Paanch Pran”—particularly focusing on democratic governance, institutional integrity, and cooperative-led development. His leadership has catalyzed dialogues on ethical governance, capacity building, and institutional responsiveness in alignment with India’s journey toward Net Zero Emissions and a resilient, inclusive economy.
In his current role at WCoopEF, Prof. Sharma is the intellectual beacon driving research and evidence-based strategies to strengthen the Cooperative Economic Framework—from Primary Agricultural Credit Societies (PACS) to APEX institutions. He envisions a democratized and data-driven ecosystem where cooperatives lead the charge in decentralized planning, social justice, environmental sustainability, and technological empowerment. His scholarly and policy interventions echo the transformative power of sahkarita (cooperation) in realising the vision of Viksit Bharat @2047.
